عنوان فارسی مدل تخصیص منابع مالی بهره ور از منظر شاخصهای فقر معیشتی با استفاده از ترکیب روشهای خوشه بندی و تکنیک SAW
چکیده فارسی مقاله
پدیده فقر واقعیتی اجتماعی، اقتصادی، فرهنگی و سیاسی است که از دیر باز از بزرگترین مشکلات انسان بوده است. گوناگونی مشکلات، نیازها و گرفتاریهای اقشار محروم و کم درآمد جامعه و تعدد شاخص های تشکیل دهنده فقر از یک طرف، و از طرفی کمبود منابع و اعتبارات مالی جهت برطرف ساختن شاخص های فقر، سازمانهای  متولی امور فقرا از جمله کمیته امداد امام خمینی (ره) را با چالش هایی جدی در زمینه تخصیص بهینه منابع روبه رو نموده است. لذا هدف تحقیق حاضر، خوشه بندی مددجویان کمیته امداد شهرستان تبریز از منظر شاخص های فقر معیشتی، رتبه بندی این خوشه ها از بعد هزینه و در نهایت تخصیص بهره ور و بهینه منابع برای هر خوشه می باشد. بدین طریق با کمترین منابع، طیف وسیعی از نیازمندان از این منابع بهره مند می گردند. برای انجام این کار، با تحلیل خوشه ای داده های استخراج شده از سیستم، 700  مددجوی کمیته امداد شهرستان تبریز از منظر شاخص های فقر معیشتی و با روش K-mean ، خوشه بندی گردیده است. نتایج حاصل از این تحقیق، ساختار خوشه ای مشتمل بر 10 خوشه بوده که مطابق با ویژگیهای خوشه ها، عناوینی برای خوشه ها لحاظ شده است. در نهایت جهت رتبه بندی خوشه ها از روش  تصمیم گیری چند شاخصه SAW بهره گیری به عمل آمده است. یافته های تحقیق نشان دهنده تفاوت اثربخش بودن تخصیص در روش خوشه بندی نسبت به سایر روشهای سنتی می باشد.

عنوان انگلیسی Model the allocation of productive financial resources from the perspective of livelihood poverty indicators using a combination of clustering methods and SAW technique
چکیده انگلیسی مقاله Poverty is a social, economic, cultural and political reality that has long been one of the greatest human problems. The diversity of problems, needs and problems of the deprived and low-income groups of the society and the multiplicity of poverty indicators on the one hand, and on the other hand the lack of financial resources and credits to solve the poverty indicators, organizations in charge of poor affairs, including Imam Khomeini Relief Committee Has faced serious challenges in the optimal allocation of resources. Therefore, the aim of the present study is to classify the clients of Tabriz Relief Committee from the perspective of livelihood poverty indicators, ranking these clusters in terms of cost and finally allocating productive and optimal resources for each cluster. In this way, with the least resources, a wide range of the needy benefit from these resources. To do this, with cluster analysis of data extracted from the system, 700 clients of Tabriz Relief Committee have been clustered from the perspective of livelihood poverty indicators and K-mean method. The results of this study were a cluster structure consisting of 10 clusters, which according to the characteristics of the clusters, titles for the clusters were considered. Finally, in order to rank the clusters, a multi-characteristic SAW decision-making method has been used. The research findings show the difference between the effectiveness of allocation in clustering method compared to other traditional methods.
